NSEEA - National Strategy on Environmental Education and Awareness

One of the original indicators of success and fields of activities of ProCEEd I refered to the National Strategy on Environment Education and Awareness (NSEEA) 2020 and its related Action Plan 2006-2010. Hence, ProCEEd facilitated a review of the NSEEA so that the strategy reflects the challenges Lao PDR is facing from climate change. The revised NSEEA forms the basis for the development of a second Action Plan covering the years 2013 to 2015 and will be aligned with the respective National Socio-Economic Development Plan.

The review used stakeholder consultations and ProCEEd’s inventory of environmental education activities to look into strengths, weaknesses and achievements of the current NSEEA and its Action Plan 2006-2010. This supported MoNRE and other stakeholders in defining NSEEA priority fields of action. In addition, consultants reviewed relevant literature and documents, and facilitated stakeholder workshops in order to identify needs, gaps and priorities related to environment education and awareness.

Based on this review, a first and a second draft of the revised EEA strategy and the new Action Plan 2013-2015 were prepared. The drafts were enriched by a commenting process facilitated by ProCEEd through consultations and a stakeholder workshop. The final review and the integration of final inputs was completed in close cooperation with MoNRE’s Department of Environmental Quality Promotion (DEQP).

You can now watch 12 professionally produced documentary films broadcast on LNTV in 2017. Three or four episodes of 15 minutes each make up for a mini-series that focuses on a specific topic, e.g. wildlife or forest protection. More films supported by ProCEEd and other GIZ projects are shown as well.


You can listen in to selected radio programs produced by LNR Khammouane in Thakek and Boualapha as well as by LNR Huaphan in Sam Neua and Houameuang. Some of them have even been translated into Khmu and Hmong language. Three 15-min episodes make up for a mini-series that focuses on a specific topic.


At the provincial and district level, Environmental Tours with entertaining environmental education activities regularly tour four provinces and Vientiane Capital. A bus and a truck using solar-powered equipment facilitate film, theatre and local learning and discussion initiatives. Don’t miss the tour!
