Project Extended until 2017

As a result of an evaluation mission in March 2014, the governments of the Lao People’s Democratic Republic and the Federal Republic of Germany decided to extend the ProCEEd project for another three years until September 2017. On 28. Aug, 2014, the German Ministry Economic Cooperation and Development commissioned the extension as part of Lao-German development cooperation. Implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Department of Environmental Quality Promotion of the Ministry of Natural Resources and Environment, the project is the only major initiative investing into environmental education, communication and awareness raising in Laos.


The evaluation team was impressed by ProCEEd’s numerous activities that feed into the project’s well-coordinated multi-year Environmental Education and Communication Strategy (EECS). Community-based awareness raising on environmental protection by means of environmental bus tours, for example, are complemented by environmental radio magazines at the national, provincial and district level or series of articles in the Paxason and Vientiane Times newspapers. Non-formal education infotainment events comprise theatre, games, songs, and films, which prove that learning about the environment can be fun for young and old.


Currently, ProCEEd is putting details to its future key fields of intervention and a more specific plan of activities. For example, more frequent and low-input activities should complement the bus tours. Possibly, this could be accomplished in cooperation with local schools. The newly established LNR radio programs in Thakek and Boualapha could possibly establish additional interfaces for bus tours, radio listening and other community learning groups in cooperation with outreach activities of other Lao-German environmental projects and in the Khammouane Province. The project intends to further support such trends through dedicated GIZ development workers in Khammouane and Houaphan Province.


Capacity building will be another important focus in the future as trainings and on-the-job coaching facilitated by ProCEEd in cooperation with service providers from government and civil society organizations strengthens DEQP’s and other partners’ ownership of environment education and awareness raising processes in Laos.

You can now watch 12 professionally produced documentary films broadcast on LNTV in 2017. Three or four episodes of 15 minutes each make up for a mini-series that focuses on a specific topic, e.g. wildlife or forest protection. More films supported by ProCEEd and other GIZ projects are shown as well.


You can listen in to selected radio programs produced by LNR Khammouane in Thakek and Boualapha as well as by LNR Huaphan in Sam Neua and Houameuang. Some of them have even been translated into Khmu and Hmong language. Three 15-min episodes make up for a mini-series that focuses on a specific topic.


At the provincial and district level, Environmental Tours with entertaining environmental education activities regularly tour four provinces and Vientiane Capital. A bus and a truck using solar-powered equipment facilitate film, theatre and local learning and discussion initiatives. Don’t miss the tour!
